The case argues the constitutional merit and the authority of DSHS and its rule making powers. The upcoming lawsuit argues that the state agency cannot make laws or change HB 1325 the case is coming up in the few weeks and may have Major Impact since this is about Texas constitutional law and the authority given to its agencies.
